Let me know what you guys think. I don't want anyone to feel like I'm trying to take over anything or take credit for all of the great posting that goes on here, I just think that it might be better if the only things up top permanently were the Ground Rules & FAQ, Suggestion Box, and a guide like this.
If it makes sense, then everybody can just post comments about what threads they feel should be included and (if people agree) I'll update the first post to reflect that.

The main page is showing everything that's stickied on the site, regardless of subforum/category. I rather like Thom's idea of unstickying a lot of those threads, and then putting a sticky on this thread with relevant links to other threads.

Ah, I see your point now, I think. You either want to revamp the Categories by Use rather than genre or maybe you just want to add additional Categories?
EDIT: Personally, I find the current Categories helpful. Usually I go into Jazz just so I don't have to look through a bunch of Afro-beat or Classical or Ambient.
A lot of the other discussions come and go and probably shouldn't be linked to. For instance, there have been multiple threads regarding the future of the music industry. If someone wants to talk about that, they're better off starting a new thread then jumping into one that hasn't been active for months.
Once again, this is all just my opinion, and I understand if other people feel differently.
There are, IMO, too many categories that don't really help filter the kinds of discussions that go on. Maybe I'm a bit tyrannical, but I think five broad forums really ought to contain all our discussions. I certainly understand the convenience of having a category/forum for Jazz, but I don't think a thread on Jazz would be as easily lost if there were a single rubric for recordings themselves that included "listening to now", "good free stuff", "Japanese lunch boxes from Romania", Bandcamp goodies, etc. Those are all active categories that are added to almost daily because they are inspired by our love for music. On the other hand, some threads can lay dormant, only to revive dramatically: threads about how eMusic is changing, coupons and daily deals from Amazon, new streaming services, new credits at Guvera. A separate forum for personal experiences actually might enliven discussion: going to shows, living in ____, raising kids with music. My own music life is not limited to downloading and listening. It includes some constant jamming around the area (although I greatly refrain from divulging details about my life that might identify me--I've been burned doing this.)

As for categories, I like categories - they're especially handy if the thread title is a little, shall we say, opaque. As someone who used to spend a lot of time working on subject-based indexes, though, I think the current category system is awful. There's 445 threads under "General", then 267 under "eMusic New Releases", and everything else is in double or single figures. So "General" really should be split up into, well, whatever - Bad Thoughts has mentioned a few recurring themes and I'm sure a few more will present themselves.
Thom's original idea is good, too.
But then what would be talk about?
