Yes "Waters of March" is about their rainiest month of the year in Brazil. Jobim meant to write it as a kind of stream of consciousness lyric - without story - because he said that this kind of writing worked like psychotherapy for him. In the original, the string section plays what appears to be constantly falling notes - a kind of orchestral Shepard tones effect - giving the appearance of the ever-falling rains of March.
